In 1995, the Office of Oil Spill Prevention and Response (OSPR) organized California's existing oiled wildlife centers into the Oiled Wildlife Care Network. OSPR is an office within the Department of Fish and Game charged with oil spill prevention and response. The office directs spill response, cleanup, and natural resource damage assessment activities.

The Oiled Wildlife Care Network will be activated in case of a major oil spill. OSPR provides participating centers with funding for capital improvements, equipment, supplies, ongoing training, and research. Its goal is to standardize and improve current methods of wildlife care. The Wildlife Care Center at UC Davis' School of Veterinary Medicine assists OSPR in implementing the network.
